Part 1: Basic Information about SIR

What is the Special Intensive Revision (SIR)?

The SIR (Special Intensive Revision), or சிறப்பு தீவிர திருத்தம், is a complete, one-time update and verification of the entire voter list. Its goal is to create a clean and accurate roll by ensuring all eligible citizens are included and all ineligible entries (like non-citizens, deceased persons, or duplicates) are removed.

Why is the SIR happening now?

The last full update for most of Tamil Nadu was in 2002 (with a few areas in 2005). After more than 20 years, the ECI has ordered this SIR to:
Verify Citizenship: Ensure every voter is an Indian citizen.
"Clean" the List: Remove names of people who have passed away, permanently moved, or are listed in more than one place. This is a complete voter verification drive.

What is the "qualifying date"?

The official qualifying date for this SIR is January 1, 2026. This means you must be at least 18 years old on or before this date to be eligible to register as a new voter during this process.

Who is a BLO, ERO, or BLA?

BLO (Booth Level Officer): The government official who will visit your house to collect your form. This is your primary contact.
ERO (Electoral Registration Officer): The official in charge of the voter list for your entire constituency.
BLA (Booth Level Agent): A representative from a political party who monitors the process.

What's the difference between this SIR and the normal "Special Summary Revision (SSR)"?

A Special Summary Revision (SSR) happens almost every year to update the existing list (adding new 18-year-olds, deleting names, making corrections).
This Special Intensive Revision (SIR) is a much rarer and more comprehensive process to re-verify the entire roll from scratch, with a focus on citizenship and ensuring no ineligible voters are present.

Part 2: The Step-by-Step SIR Process

What is the single most important thing I need to do?

You must fill out and return the Enumeration Form (EF) that the BLO brings to your house. This is the first and most critical step to ensure your name is on the new voter list.

What is the timeline for the SIR?

The ECI has set a strict schedule for the Tamil Nadu voter list update:
Nov 4 - Dec 4, 2025: BLOs visit your house to give and collect forms.
Dec 9, 2025: The Draft Voter List is published.
Dec 9, 2025 - Jan 8, 2026: Claims and Objections period.
Feb 7, 2026: The Final Voter List is published.

What happens during the BLO's visit (Nov 4 - Dec 4)?

A BLO will visit your house up to 3 times.
They will give you a pre-filled Enumeration Form (EF) with your old details.
Your Task: You must paste a new passport-size photo, fill in the required details, and sign it.
The BLO will take the form and give you an acknowledgment receipt.

Do I need to give my Aadhaar card or any other documents to the BLO with the form?

No. The official ECI order explicitly states, "No document is to be collected from electors during the Enumeration Phase." You only need to provide the completed and signed Enumeration Form with your new photo. You will only be asked for documents later if you receive a notice (see Part 3).

What is the "2002/2005 SIR list" section on the form?

This is the most important part of the form. You must confirm if your name (or a parent's/grandparent's name) was on the last verified voter list from 2002/2005. If you are unsure, you can check the voters.gov.in website or ask the BLO for help.

How do I check my name on the 2002/2005 voter list?

The ECI has stated that these old rolls will be made available. You can:
Ask your BLO for assistance when they visit.
Check the official ECI portal at voters.gov.in for "previous SIR Electoral Rolls."
Contact your local ERO (Taluk or Corporation office).

What happens if I don't return the Enumeration Form?

Your name will not be included in the Draft Voter List published on Dec 9. This is a potential cause for Tamil Nadu voter list removal. The ECI will publish a public list of all names not included, with a "probable cause" (e.g., "Shifted," "Deceased," or "Absent"). You will then have to file a new claim (Form 6) to get your name back on the list.

What is the Draft Voter List (Dec 9)?

This is a preliminary list. It is crucial that you check this list to confirm your name is on it. You can "check voter list name online" at the CEO's website or view the physical list at your local panchayat/corporation office.

What is a "Notice"? When would I get one?

You will receive an official NOTICE after the draft list is published (from Dec 9) if the ERO cannot link your form to the old 2002/2005 SIR list.
Receiving a Notice means: You are now required to submit documents to prove your citizenship.
If you do NOT get a notice: You likely don't need to do anything else.

Part 3: Document Requirements (If You Get a Notice)

I received a Notice. What documents do I need to submit?

The documents required depend on your birth date to prove your citizenship:
Born BEFORE July 1, 1987: You must submit documents proving your own date and place of birth.
Born BETWEEN July 1, 1987, and Dec 2, 2004: You must submit your birth documents + birth documents for ONE parent (mother or father).
Born AFTER Dec 2, 2004: You must submit your birth documents + birth documents for BOTH parents.

What documents are accepted?

The list includes 11 items like:
Birth Certificate
Passport
Matriculation (10th) Certificate
Pension or government employee documents
Land/house documents
Caste certificates

Is my Aadhaar card enough proof if I get a notice?

No. The ECI clarifies that Aadhaar must be accepted as "proof of identity," but it is "not a proof of citizenship." You will likely need to submit one of the other 11 documents (like a birth certificate or passport) along with your Aadhaar card to prove your citizenship.

Part 4: Specific Voter Scenarios

I just turned 18. How do I register?

For new voter registration in Tamil Nadu, ask your BLO for a blank Form 6 when they visit. The ECI has confirmed BLOs will carry at least 30 blank forms for new voters. You can fill this out and register.

I am an NRI (Non-Resident Indian) living abroad. What should I do?

You have two options:
Online: Download the Enumeration Form from the EC website, fill it, and upload it with an e-signature.
Through Relatives: If your relatives (e.g., parents) are at your registered address, they can fill and sign the form "on behalf of" you when the BLO visits.

I have permanently moved to a new address. What happens?

This is a "Voter ID address change" scenario. The BLO will not find you at your old address and will mark you as "Shifted." Your name will be removed from the draft list at your old address.
Your Action: You must check the draft list on Dec 9. You then need to file a Form 6 to register as a new voter at your new address during the "Claims and Objections" period (Dec 9 - Jan 8).

I moved, but I am still in the same constituency. What do I do?

You should file a Form 8 (for correction of address) during the "Claims and Objections" period (Dec 9 - Jan 8).

What if my name is on the draft list (Dec 9) but missing from the FINAL list (Feb 7)?

This is a serious issue. It likely means the documents you submitted (after getting a notice) were rejected. You have a right to appeal:
First, appeal to the District Collector / District Magistrate.
If that fails, you can make a second appeal to the State Election Commissioner.

A family member has passed away, but their name is on the list. What is the process?

When the BLO visits with the pre-filled forms, you should inform them that the person is deceased. The BLO will mark this in their records, which will start the process of removal. You can also proactively file a Form 7 (Application for deletion of name) to ensure they are removed from the list.

What if my name is misspelled or my photo is wrong on the pre-filled Enumeration Form?

You should correct the details directly on the Enumeration Form before signing and returning it to the BLO. If the error is not fixed in the draft list, you can then file a Form 8 (for correction) during the "Claims and Objections" period.

Part 5: Troubleshooting & Other Concerns

The BLO never visited my house. What should I do?

The BLO is required to visit 3 times. If the Enumeration Period (Nov 4 - Dec 4) is ending and you have not been contacted:
Be Proactive: Contact your local ERO (often at the Taluk or Corporation office) or the BLA (political party agent) for your booth.
Check the Draft List: Your first priority is to check the Draft List on December 9.
File a Claim: If your name is missing (which it likely will be), you must file a Form 6 during the "Claims and Objections" period (Dec 9 - Jan 8) to get your name included.

My name was missing from the draft list, and the "probable cause" is wrong. (e.g., It says I am "Shifted," but I still live here).

This is exactly what the "Claims and Objections" period is for.
File Form 6 to have your name re-included.
When you submit Form 6, you can also submit a complaint or written objection to the ERO explaining that the "Shifted" status is an error.
The ERO is required to hear and dispose of all claims and objections before publishing the final list.

How can a Booth Level Agent (BLA) from a political party help me?

BLAs are representatives of political parties who monitor the SIR process. They can be very helpful. They can:
Help you find out who your BLO is.
Assist you in filling out the Enumeration Form, Form 6, or Form 8.
Help you track your application status.
Raise issues with the ERO on behalf of voters in the booth.

I will be traveling or not at home for the entire month (Nov 4 - Dec 4). What are my options?

This is a major risk, as you might miss the BLO's 3 visits.
Online: If you have internet access, you may be able to download and upload the Enumeration Form directly from the EC website (as mentioned in media reports).
Relatives: If you have any adult family members living at that address, they can fill and sign the form "on behalf of" you.
Last Resort: If you miss the window entirely, your name will be dropped from the draft list. You must file a Form 6 claim between Dec 9 and Jan 8, which can also be done online.

I am concerned that this process is too fast and happening during the monsoon. What if there are errors?

This is a concern raised in media reports. As a voter, the best way to protect yourself is to be vigilant:
Do not wait for the BLO's last visit. Try to contact them early.
Crucially, check the Draft List on Dec 9. Do not assume your form was processed correctly.
Be prepared to file a claim (Form 6 or 8) immediately if you see any error.

I am from another state (like Bihar) and now live in Tamil Nadu. How does the SIR affect me?

If you are already on the Tamil Nadu voter list, you will go through the same process as everyone else. If you are not on the list and want to register, you will file a Form 6 (new voter) and must also submit the Declaration Form (Annexure-IV from the ECI order) to prove your citizenship based on your birth date. The ECI forms note that an extract from the Bihar SIR (where the process is already complete) is one of the 13 acceptable documents for this.

Part 6: In-Depth Process & Document Details

I will turn 18 after January 1, 2026. Can I still register?

Yes. The ECI order states that EROs will also "invite advance applications for subsequent qualifying dates i.e. 1st April, 1st July & 1st October, 2026." You can submit a Form 6 to the BLO, and your name will be added to the list when you officially turn 18 on one of those dates.

What if I don't have any of the listed documents for proof of citizenship (if I get a notice)?

This is a serious situation and a major concern for many. If you do not have a birth certificate, passport, or matriculation certificate:
Check the Full List: Look for other accepted documents, like an SC/ST/OBC certificate or any land/house allotment certificate from the government.
Contact your ERO: Immediately visit your ERO (Taluk office) to explain your situation. They are responsible for hearing your case.
Appeal: If your name is removed from the final list, you have the right to appeal to the District Collector.

Can I fill out one Enumeration Form for my entire family?

No. Each individual elector (everyone with a voter ID) will have their own pre-filled Enumeration Form. Each adult voter should sign their own form. However, an adult family member can sign on behalf of another member if they are unavailable (e.g., an NRI, as noted in Q19).
